Established in 2015, Kharkiv IT Cluster is a non-profit organization that brings together leading IT companies, academic institutions, and public authorities. By fostering collaboration, it enhances the city’s digital ecosystem and supports ambitious projects that drive economic growth.
Ecosystem Development & Research
The cluster spearheads large-scale studies—like Kharkiv IT Research—tracking sector growth. In recent years, the region hosted over 510 IT companies and 45,000 professionals, with significant growth in industry volume. Earlier data showed rapid development across hundreds of companies and thousands of specialists.
Support & Services
Members benefit from expert legal advice, assistance with international expansion, and guidance on issues like government relations or travel. The cluster helps companies scale by connecting them to global business communities and IT partnerships.
Projects & Capacity Building
Kharkiv IT Cluster initiates and manages numerous projects aimed at boosting IT education, improving city infrastructure, and enhancing Kharkiv’s international image. One key initiative—‘IT Cluster in the Cloud’—was launched during wartime relocations to support SMEs and displaced professionals through training and workshops.
Networking & Advocacy
The cluster organizes networking events, engages with local authorities, and participates in European initiatives to strengthen digital sovereignty. Its Annual General Meeting attracts hundreds of senior IT leaders to shape the region's strategies and promote shared growth.

Despite wartime adversity, Kharkiv’s tech sector remains remarkably resilient: nearly all pre-war companies continue operating, adapting with remote work strategies and contingency planning. The cluster supports recovery efforts and encourages the return of tech talent, reinforcing Kharkiv as an Eastern European IT powerhouse.
