In modern conditions of globalization of the economy, information communications and information production technologies, scientific knowledge has greatly contributed to technological development, which became the main factor of economic growth. An innovative strategy for the development of the Russian economy and its modernization is impossible without the accelerated development of the real economy. In its turn, this requires sustainable functioning of the primary sectors of industrial enterprises. Conditions and factors for improving the competitiveness of industrial enterprises involve development and introduction of interrelated organizational and economic measures at various levels of management. This particularly concerns fundamental changes at the micro and macro levels related to the restructuring and modernization of industries and business, which leads to deploying investment resources, expanding production potentials, introducing new technologies and diversifying production. So, the project proposed is aimed at development of a cluster in industrial high-tech production on the basis of the Tomsk Metalwork Factory (TMF). To achieve a certain level of competitiveness, it is necessary not only to improve management, production, sales, but also to know clearly which purpose should be reached as a result of the economic activity of the enterprise and by which means. The following things should be available for this purpose: the ability to determine and effectively take the benifits in the competitive struggle, all efforts should be concentrated on the development of those aspects that give obvious advantage of the enterprise over its competitors.
