Governance at Phantom DAO will be completely on-chain from Day 1 of launch, this is a non-negotiable. In order for us to counterbalance the inefficiencies that inherently come with being fully on-chain, we need to front load Committee Powers based on two important concepts, urgency and bands of control.

In order to best structure the DAO to operate within these bands based on the urgency of the situation, there needs to be community appointed committees in place. At first, there will need to be three distinct committees:

1. Operations Committee (work DAO)
2. Policy Committee
3. Accelerator Committee

The framework described in this document can be amended by the DAO through governance.

Operations Committee Consists of: 5 members

Members skillset:

• Engineering - Frontend
• Engineering - Backend
• Treasury Management (Budgeting, Accounting and HR)
• Marketing
• Community Engagement / Growth

Responsible for: day-to-day management of the DAO and helping third-parties submit work proposals for community approval.

Policy Committee

Consists of: 5 members

Prerequisites:

• have served on Olympus or Olympus style protocol policy committee before
• one seat to be taken up by Olympus ambassador
• pass an interview with founders and external policy experts

Responsible for: ensuring the correct functioning of the protocol mechanics, including:

• Adjust bonds
• APY / Reward Rate
• Balancing inflation/dilution

Accelerator Committee

Consists of: 5 members (industry vertical experts)

Verticals:

• DeFi - Olympus Ecosystem
• DeFi - all other (lending, farming, primitives etc...)
• Metaverse
• Gaming (including NFT Gaming, P2E etc...)
• Chains (L1s, L2s and zkrollups)

Responsible for: shortlisting all accelerator applicants and submitting the cream of the crop to community for approval.
